Rights Groups Demand Stop to Violence against Sex Workers

Violence and human rights violations contribute to the spread of AIDS, they say

December 1, 2007 - Skopje, Macedonia

Human rights groups in 15 countries started collecting signatures on a petition today, demanding that violence against sex workers must be recognized and sanctioned as a crime.

The timing of the initiative launched on December 1, World AIDS Day and lasting until December 10, International Human Rights Day, points to the connection between human rights violations and spread of AIDS.

Research shows sex workers are more vulnerable to HIV then the rest of population.

In many countries prostitution is illegal. Sex workers have no access to education about HIV infection and effective prevention. They have no access to HIV testing, free condoms, medical treatment or counseling. 

HIV infection is often result of violence: sex workers are beaten, raped, blackmailed, kidnapped, sold and bought by human traffickers. 

Police does not protect but often blackmails them, requests sexual services, and uses condoms found on them as evidence against them. 

Sex workers are increasingly banned from the inner city centers and forced to deserted and dark outlying areas, where they are even more vulnerable to violence by pimps and customers.

In Macedonia signatures will be collected in Skopje, Kumanovo, Gostivar, Ohrid, Kavadarci, Stip i Strumica.

CODE: RED Skopje, Lesson 1
- Exhibition of Tadej Pogacar - 25.11.2007

Opening: Monday, 26.11.2007, 8 pm.

We kindly invite you to the opening of the exhibition CODE: RED Skopje, Lesson 1 by the Slovenian artist and curator Tadej Pogacar that will take place at press to exit project space on Monday 26.11.2007 at 8 pm. During the opening the artist will give an introductory presentation. Curatoress of the project is Dr. Suzana Milevska

The exhibition was supported by the Municipality Ljubljana – Department for Culture and as a part of the programme: Lectures, presentations, exhibitions it will be open at press to exit project space until 17.12.2007.

The latest edition of the project, CODE:RED Skopje, Lesson 1, researches a region that represents one of the critical hot spots in human trafficking. Macedonia is a significant geographic and strategic crossroad of the East–West and North–South trade, both in illegal international human trafficking and in forced prostitution. A problem that has recently been acknowledged in Macedonian politics is the phenomenon of internal forced migration, which places Macedonia among those countries that serve as both the source and the final destination for human trafficking. In the framework of the project five high school students will use the gallery walls as a school board. Namely, they will repeat writing the sentence: “Sex-workers' rights are human rights. Тus the artist emphasis the importance of the education for breaking the chain of different constitutive elements that enable the societal tolerance towards human rights violations of sex workers.

The participants of the project are disciples of the Building Construction High School “Zdravko Cvetkovski”: Marija D., Laze L., Simona L., Elizabeta S. and Marija S. under the leadership of their professor of fine art Ratka Ilievska – Lale.

The artist expresses special thanks to Zarko Trajanoski, M.A. in human rights, Nora Stojanovik, activist and artist, Marija Toseva and Marija Todorovska, representatives of “H.O.P.S.” (Health Options Project Skopje), Marija Nikolovska from the International Organization for Migration – Macedonia, NGO “Open Gate – La Strada,” a woman's lobby and action against violence and trafficking in women and particularly to the Cultural Centre Tocka where the first meeting of the artist with the experts and organizations that work on these issues took place on 26 April 2006. 

About CODE:RED 

Conceived as a collaborative project, CODE:RED (1999/2000 - ….) examines models of informal economies and self-organization within the context of sex work and human trafficking. On every continent, the sex work industry provides a vital source of income for numerous segments of the population who are excluded from the dominant economy. People forced into prostitution come from underprivileged social groups living on or outside the boundaries of society, who are stigmatized and deprived of basic human rights. CODE:RED researches modes of self-organization in marginal groups and communities, which develop outside the dominant social, economic, and political frameworks. The project involves various forms of collaboration: from research, activism, and self-help, to public actions, exhibitions, and presentations.

About the artist:

Tadej Pogačar (1960) is an artist, curator and artistic director of the P74 Center and Gallery, based in Ljubljana. He graduated from the Ethnology and History of Art at the University in Ljubljana. He is a founder and director of the P. A. R. A. S. I. T. E. Museum of Contemporary Art, a virtual critical formation established in 1993. He exhibited widly, at the 10. Istanbul Biennial; San Francisco Art Institute; 49th Sao Paulo Biennial; NGBK, Berlin; 3rd Tirana Biennial; Manifesta 1, Rotterdam; ZKM Karlsruhe; Stedelijk Museum, Amsterdam, Museo de Arte Carillo Gil, Mexico City; Moderna Museet, Stockholm; 50th Venice Biennial, etc.

Заклучоци од конференцијата: "Потребата од отварање на центри за лекување од дроги во Скопје" - 9.11.2007

Македонската мрежа за намалување на штети со подршка на Министерството за здравство и Глобалниот  фонд за борба против ХИВ/СИДА, туберкулоза и маларија и Град Скопје на 7 ноември оддржа конференција на тема “Потребата од  отварање на  центри за лекување на зависности во Скопје”. Од 11-те поканетите градоначалници на општините кои се наоѓаат на територијата на градот, на конференцијата присуствуваа само градоначалникот на град Скопје и градоначалниците на други 2 општини . Министерот за здравство, Имер Селмани,  исто така не присуствуваше, иако и неговото присуство беше потврдено.
Претседателот на меѓуресорската комисија за дроги, Илчо Захариев изјави дека метадонската терапија е „замена на една дрога со друга“- изјава на која му беше забележано од д-р Андреј Кастелиц од Република Словенија кој во своето излагање претстави еден поинаков  пристап лишен од идеолошки и политички флоскули, пристап во согласност со evidence base medicine.

За отворањето на новите центри за лекување на зависности македонската влада уште пред три години обезбеди средства од Глобалниот фонд  за борба против ХИВ/СИДА, туберкулоза и маларија.  Ваквите центри се веќе отворени во неколку градови во државата, но во главниот град  Скопје акцијата за нејзино отворање стагнира веќе 3 години. Проблемот во прв ред е кај дел од скопските градоначалници кои не сакаат овие центри да бидат отворени во нивните општини.

На конференцијата се усвои и следниов заклучок.

Ситуацијата со лекувањето на зависноста од дрога во градот Скопје е алармантна. Единствениот центар за лекување нема капацитет да ги прими сите клиенти, а третманот со супститут е затворен за прием нови клиенти веќе неколку години. Многу млади луѓе немаат можност да се лекуваат. Затоа апелираме до Премиерот на Владата на Р. Македонија, Министерот за здравство, министерот за труд и социјална политика и останатите ресорни министерства, како и до сите градоначалници од скопските општини да покажат  добра воља и активно да се заложат за отварање на центрите за лекување за кои веќе се обезбедени финансиски средства. Лекувањето е право а не привилегија!

Wtih established finansials for opening of three new centers for treatmant opening of centers is stagnating almost 3 years. In our rational adn pragmatic race there is always troubles.From the other side needs for treatmant are bigger and nigger. Probram for treatmant with substitute in the only center in KIsela Voda doesn't cover all criteria and it closed for new patients already few years ago.

Movement: Dispers the moves

Possibilty for treatment is peak of solidarity and hunaity. Simbolic link on which is insisted is conecting food and treatment as a solid activity, energy and over all happiness, help, support and quality spend time. Because treatmant same as food is human right not the privilege.

HOPS become one of the 30. european organisations members of HIV/AIDS Civil Sociaty Forum in the Europian Commision in Bruxels. This forum has aim of the cunsulting body in the Europian Commision for preparation and realisation of the HIV/AIDS policy in EU. HOPS will have mandate till 31.08.2010 година.

Education of vulnerable groups for tuberculosis - 01.08.2007

On 13.07.2007 in the premises of Ministry of Health of R. of Macedonia, in the frames of the project "Education of vulnerable groups for tuberculosis" have been held oneday workshop for peer educators for vulnerable groups for tuberculosis. On the education took participation 18 representatives from the NGO's HOPS, HERA, Red cross of SKopje, Psychiatry hospital "Skopje", Nadez all from Skopjeand AMOS - Bitola, Opcija - Ohrid, HOPS - Kumanovo, Mladinski Klub - Stip, HELP - Gostivar, ZONA - Kavadarci and Cherenja - Stip.

Education was organised in collaboration with the departmenet for implementation of the activities supported with grant by the Global Fund to fight AIDS, tuberculosis and Malaria leaded by the Nacional koordinator for tuberculosis for R. of Macedonia Prim. Dr Stefan Talevski.

In the next faze of the project witch is on going till 31.03.2008 will be organised educative workshops for people who use drugs, people on treatment in psychiatry hospitals, refugees, Roma population adn people who live with HIV/AIDS in SKopje, Gostivar, Ohrid, Bitola, Kavadarci, Stip, and Kumanovo and informative-educative broshure for tuberculosis will be distributed.

Peacefull protest - Centers for treatment, Not prisons ! - 13.07.2007

In monday 16.07.2007 year, in cause for session of the Parliament of R. of Macedonia on which has to be adopt the proposed Law for control of drugs and psychotrop supstancies, Macedonian harm reduction network is organising peacufull protest in front of the Parliamnet with moto "Centers for treatment, Not prisons !".
On the protest wlll be spreded flyers to the members of the parliament to vote against the law in this form.

Prostest will start 10:00 am and will last till 12:00 pm

Centers for treatment, Not prisons ! - 13.07.2007

Macedonian harm reduction network (MHRN), today on 13 of July 2007 year, hold a press conference in cause of Proposed Law for control of drugs and psychotrop supstancies
which was prepared by the work group koordinated by the Ministry of Health of R. of Macedonia.
In the preparations and consultations haven't been included the civil sociaty.
Proposed law have serious imperfection and isn't in concordance with the Nacional strategy for drugs, made in the december 2006 and also with the the Constitution of R. of Macedonia. If the proposed law become official , MHRN assume that this is take a hard effect on the citicenz of R. of Macedonia.

Proposed law is treating people who use drugs as a criminals on the same level like producers and drug dealers. On the other hand the Goverment of the R. of Macedonia have addopted the nacional strategy for drugs in which people who use drugs "have right on health and social help and care and protection from social precludence".
Because of this, MHRN, Network of 15 NGo's and more experts is suggest following:
1. In the proposed law for control of drugs and psychotrop supstancies to be bring an act for the decriminalisation of the personal use of drugs and psychotropic supstancies by determing the amount for personal use. The proposed act is in considaration with the Nacional strategy for drugs in R. of Mcedonia (2006-2012), addopted by the Goverment of R. of Macedonia.

2. We suggest the act number 73 in the proposed Law for control of drugs and psychotropic supstancies to be deleted, because this act is against the human rights according to the act 25 of the Constitution of R. of Macedonia, and made discrimination, stigmatisation and social precludence of the people who use drugs, which is unacceptable according to the act 9 from the Constitution of R. of Macedonia.

3. To made new act with aim to made legitime Programs for needle exchange and those not to be put in context of exposing other people on the act of drugs This programs have been implementing 10 years since now in R. of Macedonia and have been included in the Nacional strategy for drugs of R. of Mcedonia (2006-2012).

4. We suggest the term "сузбивање" to be changed with reduction of drugs supply. This term 'сузбивање" isn't in relation with the Nacional strategy for drugs in 2006 - 2012 where is used term "reduction of drugs supply" which is also used in the strategy for drugs in EU 2005 -2012.

2 years of Macedonian Harm Reduction Network
- 22.06.2007

On this day 22.06 2 years ago in NGO Info centar in Skopje MHRN was established.

Today this network is consisted of 15 NGO's, one govermental institution i respectable number of the inelectuals - experts in their fields.

Within 2 years of existance and work have been realised big number of activities and projects on local and nacional level, and some of them are implementing in the 2007.

MHRN have been recognised from mnay domestic and international organisations and institutions, as a network who is active on the filed of Harm reduction and advocacy for rights of the vulnerable groups in R. of Macedonia.

Hope that succeses will just continue futhermore and those who've been created this network will continue to upgrade it.

Education on vulnerable groups for Tuberculosis -
19.06.2007

In the period from 1st april 2007 - 31st march 2008 NGO HOPS is implementing project "Education on vulnerable groups for Tuberculosis" supported by the Ministry of health and Global Fund to fight AIDS, tuberculosis and Malaria.

Project is implemented in partnership with MHRN and other partner organisatons and institutions in Skopje, Kumanovo, Stipm, Kavadarci, Ohrid, Bitola and Gostivar.

target groups of the project are drugusers, refugees, people on treatmant in psychiatric institution, people who live with HIV/SIDA and people from roma community.

Activities of the project are consisted of building capacities on 20 peer educators for tuberculosis and organising and facilitating events.
Holding of educative sessions for tuberculosis among vulnerable groups.
Distribution of infromative and educative broshure for tuberculosis.

The Warsaw Statement from Sex Worker Health and Rights Advocates -
15.06.2007

On the 18th International Conference on the Reduction of Drug Related Harm, held in Warsaw, Poland, in May 2007, by the sex workers rights activists was prepared joint statement from wex wokrker health and rights advocates. The statement was posted on the conference website and published in the final documents.

Еducative workshops for human rights

In the frame of the project “Raising information on human right” financialy supported by OBSE in the following week will be hold educative workshops for human right among people who use drugs in Skopje.

On 13.06.2007 (wednesday) starting in 16:30 h. workshop will be hold in HOPS drop in center in Old bazaar.

On 14.06.2007 (thursday) starting in 16:00 h. will be hold in HOPS drop in center in Shuto orizari.

Law for offence against public order and peace.
- 13.06.2007

On 08.06.2007 in force there are changes in Law for offence against public order and peace.

In the 66th issue of “Official newspapper of Republic of Macedonia” from 31. Маy 2007 have been released changes in the Law for offence against public order and peace, which has been accepted by the Parliament of Republic of Macedonia on 18. May 2007.

This law is in force 8 days after releasing in the “Official newspapper of Republic of Macedonia”.

Especial interest for HOPS as a organisation regarding the field of acting, and in context of Programs for support of sex workers and harm reduction are articles number 19 and 20 in context of abandonment on prostitution and abandonment on use of drugs in public places.

In contribution there is a 66th issue of the “Official newspapper of Republic of Macedonia” where the changes in Law for offence against public order and peace have been released and are placed on 6th page (in Macedonian languange).

Voluntary and Confidential Counseling and Testing for HIV -
07.06.2007

HOPS in collaboration with few NGO's and RZZZ in february month have started with outreach volontary and confidental, counseling and testing for HIV (VCCT).
In the period from 19. february till 30. april HOPS have been made 92 testing for HIV.
Outreach VCCT is continuing with regular activities till 31. octomber 2007 in the following dates:
- every second wendsday for drugusers
(more info for the shedule of the outreach team can be deleivered in the following Drop in centers Kapishtec (теl. 3176 428), Bit pazar (теl. 3130 058) and Shuto orizari (теl. 071 216 909).
- every second thursday for sex workers

Bremen Declaration -
21.03.2007

In Bremen on 13.03 2007 have been held MInistery Conferention "Responsibility and Partnership - “Together Against HIV/AIDS" in organisation of Germany with actual presidency of the EU. On this conference have been made declaration "Responsibility and Partnership -“ Together Against HIV/AIDS".

Declaratioon is upgrade of previous versions from Dablin and Vilnus and contains important conclusions. This declaration is important cause of the accent given to the civil sector and the importance of the civil sector in the combat of HIV/AIDS. With this declaration all the goverments have been called for bigger involvment of the civil sector in all segmenet of HIV/AIDS combat. Special accent is given on the following "people who inject drugs and their partners, men who have sex with men, young people, women, migrants, children, people in prisons, men and women involved in prostitutions".

R. Macedonia accepeted declaration with following participants on the conference:

Opening of the first Drop in centre for sexual workers in Skopje - 22.01.2007

Within its CSW support program, HOPS - Healthy Options Project Skopje opened a drop-in centre for sex workers, first of its kind both in Skopje and in Macedonia.

The centre, with opening hours from Monday to Friday (from 13 h. to 18 h.), is a place where sexual workers can spend some time, have a cup of coffee or tea in a pleasant and friendly atmosphere, get condoms, lubricants, printed materials, or different types of educations, a possibility for volontery and confidential counselling and testing on HIV, consultancy and help from a social worker and a legal counsellor, as well as numerous other support services such as a possibility for laundering/drying/ironing clothes, showering etc.

Harm Reduction Training in Budva, Monte Negro / 22-24 .12.2006 - 18.01.2007

Upon invitation from CAZAS - The Montenegrin Association against AIDS, a HOPS team comprised of Hristijan Jankulovski and Vlatko Dekov held a three day training regarding Harm Reduction and development of programs for Needle Exchange. The training was attended by 10 members of CAZAS who, within the program supported by the Global Fund, are to develop two programs for exchange of sterile injecting equipment in Podgorica and Kotor.

Cooperation between HOPS and the Red Cross of the Republic of Macedonia - 18.01.2007

In November, 2006, HOPS signed a Memorandum for cooperation with the Red Cross of the Republic Macedonia.
In the period from 07 to 11.11.2006 HOPS performed a four-day training for 15 representatives from local Red Cross offices, namely from Prilep, Kichevo and Veles about the Harm Reduction programs, principles, practices and experiences of HOPS in the 10 years of performing such activities.
These local Red Cross offices have since December 2006 started field work and office activities including injection equipment exchange, client counselling and support, as well as their referring and assistance to appropriate institutions, thus meeting clients’ needs and endeavouring to resolve their problems.

HOPS has become a member of ICRSE - 10.01.2007

HOPS - Healthy Options Project Skopje became a member of the International Committee for the Rights of Sexual Workers in Europe (ICRSE), comprised by more than 120 sexual workers and their advocates across Europe. The basic principles on which the ICRSE activities rest are: recognition of sex work as a profession, supporting self-organization of sexual workers and fighting sex work criminalization.
ICRSE accept and promote the red umbrella as the symbol of sexual workers and their basic human and labour rights.
